Subversion overview

The threat to New Zealand's security from extremist groups dedicated to overthrowing or undermining parliamentary democracy is assessed as very low. However, the Service retains a capability to monitor subversive activity.

What about protest activity?

Subversion is not the same as protest activity, and legislation makes it clear that the Service is to treat the two differently. Subversion is tightly defined in section 2 of the NZSIS Act in terms of activity designed to promote the overthrow of the Government by force or to undermine the authority of the State by unlawful means.

Various amendments to the Act have tightened the prohibition on investigating those who exercise their right to lawful protest or dissent.
